UN says food crisis a blight on Mali's children

UN humanitarian chief Valerie Amos on Thursday called for more resources in Mali to save children from severe malnutrition.

"Children's lives are being blighted by a nutritional crisis which we have the knowledge and capacity to address, but we lack the funds to do everything that is needed," Amos said after a two-day visit to the west African nation.

Mali is battling a severe food crisis in the Sahel region which has been compounded by political strife after Islamic extremists seized the north five months ago, leading some 430,000 people to flee their homes.

Amos visited a refugee camp of 40,000 people in Mopti on Thursday, the last main town in the centre of the country before the Islamist-occupied zone.

During her visit she also visited a nutrition centre in the capital which has treated over 1,000 children for moderate and severe acute malnutrition since the start of the year.

Almost 150,000 children across Mali have been treated for acute malnutrition in similar facilities this year.

The food crisis, which follows a drought in 2011, has affected 4.6 million people in Mali alone.

According to a UN statement the world body has only received 46 percent of $213 million (170 million euro) requested for the humanitarian response in Mali.

"We are saving lives here, but we must do more," said Amos. "It only costs around $100 to prevent a child from dying from severe acute malnutrition. But we also have to tackle the root causes of this crisis so that mothers in Mali, and the wider Sahel region, can have confidence in the future for themselves and their children."

Even in years with good rainfall in the Sahel, a quarter of a million children die of malnutrition because of chronic poverty, poor health and lack of access to health facilities, the statement said.

(AP) ? It may have been a partisan barb from a Democrat, but Los Angeles Mayor Antonio Villaraigosa's pointed criticism of the array of Hispanic speakers at the Republican National Convention laid bare a truth that could hurt the GOP: Mitt Romney is having a tough time winning over Latino voters.

"You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate," Villaraigosa, a U.S. born-Latino and chair of the Democratic National Convention, told reporters Tuesday. He was referring to Republican plans to give airtime this week to prominent Latino Republicans, such as Sen. Marco Rubio of Florida.

"Window dressing doesn't do much for a candidate. It's your policies, your platform. This is a party with a platform that calls for the self-deportation of 11 million people," he said, referring to the estimated number of illegal immigrants living in the U.S.

Romney campaign senior adviser Danny Diaz characterized Villaraigosa's comments as "divisive." He said they were part of the increasingly personal attacks by President Barack Obama's campaign that are designed to distract voters from the struggling economy.

"We are very confident that once our story is told, the vast majority of voters will pull the lever for Gov. Romney, and that we will include strong support from Latino voters," Diaz said.

Prominent Latino speakers at the Republican convention include Rubio, who is set to introduce Romney on Thursday; New Mexico Gov. Susanna Martinez; Rep. Francisco Canseco of Texas; Sher Valenzuela, the Republican candidate for lieutenant governor of Delaware; Nevada Gov. Brian Sandoval; and Ted Cruz, GOP Senate nominee from Texas.

Rubio said Villaraigosa's comments ring true for both political parties.

"The Republican Party does have a challenge, " Rubio said Wednesday on ABC's "Good Morning America." ''We can't just be the anti-illegal immigration party, we have to be the pro legal immigration party and I think Mitt Romney has done that."

Latino voters could make the difference for both Obama and Romney, given that the election will probably hinge on swing states with large Hispanic populations, such as Florida and Colorado, and is expected to be close. Some 12.2 million Hispanics are expected to vote this November, according to projections by the nonpartisan National Association of Latino Elected and Appointed Officials.

Latinos heavily supported Obama in 2008, and Romney has made efforts to court them in hopes of winning a larger share of their votes. Earlier this summer, Obama was outspending Romney in advertising directed at Spanish-speaking Latinos. Both campaigns are also posting ads on the Web.

This week, the Romney campaign released a Spanish-language television ad, "Juntos (Together)," in which Romney speaks in English and his words are translated into Spanish with subtitles. The campaign also released a 60-second radio ad this week featuring Romney's son, Craig, speaking in Spanish.

Still, polls consistently show Romney is struggling to gain traction. An Aug. 6-26 Gallup poll showed 61 percent of registered Hispanic voters supported Obama and 29 percent backed Romney.

Romney's campaign has said it is aiming for 38 percent. On Tuesday, Villaraigosa estimated Democrats would get about 70 percent of Latino voters.

There is no shortage of ideas on why Romney is struggling.

In an open letter to the GOP published last week, Univision news anchor Jorge Ramos told Republicans they will lose the Hispanic vote in November and "might be condemned to lose the White House for many decades" due to positions such as Romney's opposition to legalization for undocumented immigrants and his push for self-deportation, an idea that people who are in the country illegally might leave the U.S. on their own if life is made difficult enough for them.

Ramos, who broadcasts in Spanish and is one of the most watched anchors in the United States and across Latin America, said Republicans have squandered commonalities with Hispanics, such as opposition to big government and abortion, and instead made themselves enemies of immigrants.

It's a sentiment shared by Guy Sideboard, who was born in Puerto Rico and moved to Tampa as a boy.

"As a Latino, I believe in hard work," said Sideboard, a bilingual information technician. "But there are many Latinos who don't have many opportunities, and I don't think Romney can relate to them at all."

Apple's Win Over Samsung Is The First Step In Its 'Thermonuclear ...

Score this round in the battle for world domination: Apple (AAPL) 1, Google (GOOG) 0.

While Apple won a billion-dollar jury verdict last week in a patent dispute with Samsung, experts say the trial was just one front in a broader war between the Cupertino computer-maker and its Mountain View rival, Google, whose Android mobile software outranks Apple?s as the world?s leading smartphone platform.

The jury?sverdict is widely seen as a setback for the ?Android ecosystem? of hardware manufacturers, including Samsung, and application developers who use Google?s mobile software. But it?s not a death blow, according to industry experts, who say the outcome won?t end a growing rivalry between Apple and Google that extends from smartphones to online maps, books, videos and even tools for seeking information online.

?Samsung is just collateral damage,? said Roger Kay, a longtime industry analyst. ?I think Apple?s going to try to use this victory as a way to beat on Google further.?

Android?s success is vastly important to Google, which developed the software as part of its strategy for delivering lucrative advertising, information andservices to the growing numbers of people who use smartphones and tablets instead of personal computers to go online. Analysts say any blow to Android is a threat to Google?s ability to keep pace with the mobile computing trend.

A nine-member jury in San Jose?s federal court concluded Friday that several of Samsung?s Android-based devices infringed some of Apple?s patented designs and technology. Some experts say the verdict could force Samsung or other manufacturers to change their productsor even negotiate licensing payments with Apple. But several analysts also said that?s unlikely to stop manufacturers from using Android.

The verdict ?is unambiguously negative for Google and the Android ecosystem,? Bernstein Research analyst A.M. Sacconaghi wrote in a report Monday, adding that the outcome is likely to ?embolden Apple?s legal strategy? against other smartphone and tablet-makers.

?That said, we don?t think it?s a game-changing loss for Android,? he added, because the verdict only affects certain older Samsung models sold in the U.S. market, while Android is used in a wide variety of gadgets sold around the world.

Despite the iPhone?s phenomenal success, the number of smartphones sold by all manufacturersusing Android is even larger. Android has become so popular, in part, because Google doesn?t charge device-makers to use the software, which can lower the price for consumers, too. Google makes money by selling ads and targeting services to consumers who use its software, although it closely guards the details of its mobile revenue stream.

Several analysts said it shouldn?t be difficult for Samsung and other smartphone makers to alter designs and replace features that infringe on Apple?s patents.

?None of these patents are impossible to work around,? said Van Baker, a mobile technology expert at the Gartner research firm. ?This won?t require anyone to go back and completely redefine their products.?

Apple?s late CEO, Steve Jobs, launched a series of patent infringement lawsuits against Samsung and other Android device-makers after famously complaining that he felt Google had copied Apple?s iPhone. Jobs vowed to wage ?thermonuclear war? to destroy Android, even though Google maintains it developed Android independently.

While Apple applauded the jury Friday for protecting its intellectual property, Google issued a statement Sunday that essentially cautioned against reading too much into the decision.

?The court of appeals will review both infringement and the validity of the patent claims. Most of these don?t relate to the core Android operating system, and several are being re-examined by the U.S. Patent Office,? a Google spokesman said. ?The mobile industry is moving fast and all players ? including newcomers ? are building upon ideas that have been around for decades.?

Some observers believe the flurry of lawsuits over mobile software patents will end only when all parties agree to financial settlements, in which some companies agree to pay royalties for others? technology.

Faced with the prospect of paying royalties for using Android, manufacturers might consider switching to software made by Microsoft or someone else, Sacconaghi wrote. But that seems unlikely, he added, since Android is already popular with so many consumers.

Manufacturers will also hesitate to abandon Android?s deep inventory of software applications that run on its platform, he noted. Android has far more apps than Microsoft, though still fewer than Apple.

On Thursday, newspapers in Britain did not publish the images of Queen?Elizabeth's grandson naked with an unnamed woman while on holiday in?Las Vegas, following a request from St James's Palace, the official residence of the prince, through?the Press Complaints Commission?to respect his privacy.

But, almost half of the front page of Friday's Sun newspaper shows a photograph of the naked prince?covering up his genitals with his hands while an apparently naked woman hides behind his back in a?Las Vegas?hotel room.

The Sun, part of the British arm of Rupert Murdoch's News Corp, said millions of people around the world had already seen the pictures and its readers had a right to see them.

David Dinsmore, managing editor of?the Sun, said in a video on the paper's website that the decision to publish was not taken lightly, but the issue had become one of "the freedom of the press."

"This is about the ludicrous situation where a picture can be seen by hundreds of millions of people around the world on the Internet but can't be seen in the nation's favourite paper read by eight million people every day," Dinsmore said.

"This is about our readers getting involved in the discussion with the man who is third in line to the throne - it's as simple as that," he said.

Two pictures of the naked prince, who has a reputation as a partying playboy, were first published on the celebrity gossip website TMZ on Wednesday.

Their publication has since caused an ethical dilemma for British editors reeling from a judge-led inquiry into press conduct.

St James's Palace?had contacted the Press Complaints Commission on Wednesday over concerns about the prince's privacy being intruded upon, in breach of the editors' code of practice.

"We have made our views on Prince Harry's privacy known. Newspapers regulate themselves, so the publication of the photographs is ultimately a decision for editors to make," the BBC quoted a spokesman for the royal family as saying on Friday.

Thursday's edition of?the Sun?carried a mocked up photo using their features picture editor and an intern in place of Harry?-- son of heir-to-the throne Prince?Charles and the late Princess?Diana?-- and the unnamed woman.

Insurance needs are often overlooked in the last-minute scramble. But relying on existing coverage ? or a lack of it ? can end up costing families during the college years and perhaps beyond.

Parents don't need to buy all kinds of additional insurance as they pack the kid off to college. But they had better at least review their coverage to know whether they're prepared for that stolen iPad, trip to the emergency room or worse.

A look at key considerations for different types of insurance:

HEALTH

Many colleges and universities require health insurance. Most parents can meet that by keeping their children on their plan, which federal health reform allows until age 26.

If the college is in another state, it's important to check your plan's network of preferred doctors and hospitals extends there. Otherwise the highest level of coverage may not be available.

School-sponsored health plans usually cost hundreds of dollars per semester. Many also place dollar caps on coverage, as well as require that most care be provided through the student medical center. These options are best-suited for the many students whose parents don't have health insurance.

An alternative would be an individual health insurance plan. A student should be able to obtain a policy that costs no more than $150 a month. Check prices at Internet-based insurance provider eHealthInsurance.com or StudentHealthPlan.com.

AUTO

Car insurance is an area where families can actually save money.

Premiums may be reduced by 10 percent to 20 percent if the student attends a college more than 100 miles away and doesn't take a car. And, car on campus or not, some insurers also offer a "good student discount" for those who maintain a B average or higher.

Even if they might not qualify for either discount, parents should inform their insurance company that a student on the policy will be relocating. It's good to keep insurers in the loop on such moves. Depending on where the college is, the cost could go up or down.

PERSONAL PROPERTY

It's not unusual for students to have thousands of dollars of electronic gadgets and other belongings in their dorm rooms, from laptops and videogame systems to bicycles and musical instruments. And they are popular targets for theft.

Such items typically are covered by the parents' homeowners or renters insurance if stolen ? minus the deductible, of course. But coverage varies, so inquire about any policy limits.

Taking a photograph of each expensive possession can help ensure receipt of its proper replacement value if it's stolen.

To protect against items being lost, or for extra coverage with a lower deductible, renters insurance is available for usually around $150 to $200 a year. Deductibles can be as low as $50 or $100.

Anyone living off-campus will need to get a separate renters insurance policy to cover personal belongings, as will each roommate.

TUITION

Tuition refund insurance is a means of getting your money back if the student withdraws from college ? generally only for documented medical reasons or due to the death of the student, parent or guardian.

Much of what it provides is peace of mind. "It's not something that you really need, and it's relatively expensive," says Mark Kantrowitz, founder of the financial aid site FinAid.org.

But parents may want to think about buying it if they're paying all the costs at an expensive school without financial aid, or if the child has a serious medical condition.

"We encourage tuition insurance because students are not invincible," says Kurt Holmes, dean of students at The College of Wooster in Ohio. "Every year, medical situations as simple as mono or an appendectomy arise that cause students to lose a semester."

First, look into the college's refund policies and tuition insurance plan.

Another option is to get coverage through Sallie Mae. The nation's largest student lender, which provides $5,000 of annual tuition protection to borrowers, also sells the insurance separately. For example, $20,000 of tuition coverage costs $359 a year.

LIFE

Buying life insurance for a college kid might sound overly cautious, if not macabre. But it can make sense for parents who co-sign for tens of thousands in private student loans. Without it, they may owe the amount they co-signed for if their child dies. Some lenders, but not all, will forgive loans for co-signers if the student dies or is permanently disabled. Be sure to ask your lender first.

It's possible to get a $100,000 term life insurance policy for a student for less than $100 a year. That's a bargain price to pay to avoid the risk of years of hefty monthly payments if tragedy strikes.

TRAVEL

Travel insurance can help cover costs of a semester abroad marred or lost because of illness, accident, theft or other setbacks. Insurers reimburse for many travel-related emergencies, although exclusions vary widely. Some offer trip cancellation protection for any reason. Check with the college first, and carefully read the fine print of any policy.

Among the travel insurers to consider are Travel Guard, Global Alert and Travel Safe.

Samsung has announced the launch of the projector-equipped Galaxy Beam smartphone in Australia but the device will only be sold outright and won't be available through traditional carriers.

The Samsung Galaxy Beam is an Android phone that boasts a built-in HD projector as its key feature. The projector lens allows the phone to beam multimedia content like photos and videos onto surfaces up to 50in wide.

Speaking at the opening of the Samsung experience retail store in Sydney, where it was announced the Galaxy Beam would go on sale, Samsung's Vice President of Telecommunications in Australia, Tyler McGee, said the Galaxy Beam was developed specifically for sharing multimedia content.

"The Galaxy Beam is all about sharing content with others on a single device," said McGee. "You can share photos, videos, as long as you have a wall you can share that content with as many people as you want."

The Galaxy Beam's projector lens has a resolution of 640x360 but a brightness of just 15 lumens. The device appears to be targeted at casual users rather than business or corporate customers.

The Galaxy Beam will retail in Australia for $599 outright, but will not be sold on a subsidised contract plan through Australian telcos like Telstra, Optus or Vodafone. The lack of telco support suggests the Galaxy Beam is a rather niche product that isn't likely to sell in huge numbers.

The Galaxy Beam comes with a "projector-dedicated application" that will enable projection of specific content, so the phone won't simply just project whatever is on the screen. Samsung says the 2000mAh battery powering the Galaxy Beam will enable up to three hours of projection time.

Projector aside, the Galaxy Beam's specifications make it a mid-range Android device. The phone has a reasonably large 4in, super AMOLED display with a standard resolution of 800x480, while a 1GHz dual-core processor, 768MB of RAM and 8GB are serviceable, but don't compete with most flagship phones of 2012.

Other features of the Galaxy Beam include a 5-megapixel rear camera, a front-facing 1.3-megapixel camera plus a microSD card slot for extra storage.

The Galaxy Beam is available through Samsung's Experience Store in Sydney and retails for $599 outright. Samsung says the Galaxy Beam will also be available nationally through its retail partners next week.

Noda 'to call Japan election in November': Kyodo

Japanese prime minister Yoshihiko Noda has told top opposition politicians he plans to call a general election in early November, Kyodo news agency reported Thursday.

The agency cited senior lawmakers from the opposition Liberal Democratic Party (LDP) as its source, but did not immediately give further details.

Noda was forced to promise the opposition an early general election to gain their support in parliament two weeks ago for a bill to double Japan's sales tax.

The legislation was an attempt to partially plug the country's vast debt hole, and was supported by international bodies, newspapers and most domestic commentators, but surveys showed less than half the electorate approved.

Its passage was a rare tangible achievement in the revolving door world of Japanese leaders that has seen six prime ministers in as many years, but could cost Noda, who has only been in office for 11 months, his job.

Observers say his factionally-divided Democratic Party of Japan (DPJ) is likely to suffer at the hands of voters disappointed by their lacklustre three years in office.

The DPJ came to power at polls in 2009 after five decades of almost unbroken rule by the LDP.

A study by U.S. Forest Service scientists published recently in Urban Forestry and Urban Greening showed that on average, 1 in 3 trees in sampled cities were planted while two-thirds resulted from natural regeneration. However, for newly established, young trees in cities in forested regions, only about 1 in 12 trees (Syracuse, N.Y.) to 1 in 20 trees (Baltimore) were planted. The lower proportion of naturally regenerated trees in the entire city tree population may be because naturally regenerated trees have a higher mortality rate than planted trees, according to Dave Nowak, a research forester with the Forest Service's Northern Research Station and the study's principal investigator. Naturally regenerated trees typically have more competition for the water, light and nutrients that are needed for survival.

"Urban forests change constantly in response to human activities and environmental factors," said Michael T. Rains, Director of the Northern Research Station. "This study is an example of the work U.S. Forest Service scientists are doing to help cities and counties achieve healthy and sustainable urban forests."

Most of the cities included in the study are located within forested regions, where environmental conditions favor trees. The study suggests that natural regeneration may be the most cost-effective means to attain desired tree cover levels and associated ecosystem services in forested regions, but relying on natural regeneration may alter the tree species making up a given forest.

The study included Baltimore, Chicago, Hartford, Conn., Los Angeles and Syracuse, N.Y., as well as nine cities in the Canadian province of Ontario.

The percentage of planted trees within the entire tree population ranged from a low of 11.1 percent in Hartford to a high of 89 percent in Los Angeles, according to the study. Results indicated that in cities located in grassland or desert regions, a greater percentage of the urban tree population is planted compared to cities in forested regions. The percentage of planted trees also increases with increased population density and impervious cover.

The factors that affect tree cover also play a role in natural regeneration. Precipitation, air temperatures, surrounding natural vegetation type, and the distribution of land use types in the city all influence how much seed source exists and whether seedlings grow. Land use plays a role in whether seedlings are mowed down or whether paved surfaces prevent seedling establishment, and ultimately affect a city's need for tree planting to sustain tree cover.

"Before we can say how many trees we need to plant, we need to know how many trees are regenerating naturally and how many are dying," according to Nowak. "Planting programs to sustain tree cover can be greatly improved with long-term monitoring data to show how the urban forest is changing."

Researchers evaluated the magnitude of natural regeneration or tree planting across an entire city system by randomly locating 0.04-hectare field plots in each city and recording tree measurements as well as an estimate of whether a sampled tree was planted or occurred through natural regeneration. Crews based their estimates on surrounding conditions. For example, trees along fence lines or in unmaintained areas were generally classified as naturally regenerated, while trees in maintained lawn areas or street trees were typically classified as planted. Residential and commercial/industrial areas have the highest proportion of planted trees, 74.8 percent and 61.2 percent respectively, while trees found in parks, cemeteries, golf courses, open space/vacant land, agricultural fields and wetlands are predominately the result of natural regeneration.

The study also evaluated two cities, Syracuse, N.Y., and Baltimore, more closely. An estimated 58 percent of new trees recently established in Baltimore are native species while only 35 percent of new trees in Syracuse are native species, according to the study. Fifty-two percent of the new trees were classified as invasive species in Syracuse.
